FLAGGER COURSES
This course teaches the trainee the importance of flaggers in a construction zone and prepares them for the certification exam that follows the course. Certification is good for two years. A card will be mailed to you upon completion of the course with 80% or better on the exam.
There is no charge for the flagger certification. You will need to set up an account in SDLearn with a valid email and mailing address.

ACI Concrete Testing Certification and Concrete Strength Testing Certification
- The ACI courses will be handled through SDRMCA, register at www.sdrmca.org
- Bring: Mask, Photo ID, Photocopy of your student id if student, workbook, #2 pencils, non-programmable calculator, PPE-safety glasses, gloves, steel toe/work boots-shoes .
- If you would like to complete the ACI+DOT portion of the class, it is now available online. REGISTER HERE. A link will be sent to you within 48 hours.
You must pass both a written and performance exam to become certified. Certifications last for 5 years. To become re-certified you must again pass a written and performance exam.

For the ACI Concrete Testing Certification and Concrete Strength Testing Certification
- The ACI courses will be handled through SDRMCA, register at www.sdrmca.org
- The class size will be 35 or less. Masks will be required. Seating spaced min of 6 ft.
- Performance Exam: Masks, gloves, steel toes, safety glasses will be required. All equipment will be sanitized with alcohol wipes provided by SDRMCA before use by the next person.

A Concrete Strength Testing Technician is an individual who has demonstrated the knowledge and ability to properly perform, record, and report the results of four basic laboratory procedures related to the determination of concrete compressive and flexural strength.
Scope and Knowledge:
The program requires a working knowledge of the following ASTM practices and test methods:
- C617/C617M—Capping Cylindrical Concrete Specimens
- C1231/C1231M—Unbonded Caps for Concrete CylindersC39/C39M—Compressive Strength of Cylindrical Concrete Specimens
- C78/C78M—Flexural Strength of Concrete
This program requires demonstration of the knowledge and hands-on skills covered on the Job Task Analysis (JTA):
JTA for ACI Certification of Concrete Strength Testing Technician
The JTA is a detailed list of specific points of knowledge and skills that may be included in the examinations for this ACI Certification program. ACI urges candidates to use the JTA to prepare for the certification exams.
Certification Requirements:
ACI will grant certification only to those applicants who meet both of the following requirements:A passing grade on the ACI written examination, andSuccessful completion of the ACI performance examination.
The one-hour written examination is closed-book and consists of approximately 40 multiple-choice questions. There are at least eight questions on each of the practices and test methods. To pass the written examination, both of the following conditions must be met:
- At least 60% correct for each of the required practices and test methods, and
- A minimum score of 70% overall.
The performance examination is also closed-book and requires actual demonstration of the required practices and test methods. The examinee is judged on his/her ability to correctly perform all of the required steps for each procedure.
Recertification is necessary every five years* and requires successful completion of both the written and performance examinations.
The ACI+DOT portion is to fill the gaps between the SDDOT tester policies and procedures that differ from the SD Ready Mix Concrete Association ACI class. It is required for all SDDOT employees and contractors working with the DOT.

Asphalt Institute’s Paving Inspector Certification (PIC)
- Each person will need to create a login account here before registering.
- Make sure to register for the “Entire Course” (All 8 Modules) - $495
- Click the SSO button and then sign in using the same credentials that you have used before. For the entire course, select the Learning Management System once you are logged in.
- Be sure to confirm accessibility with your company’s IT policies and procedures for viewing this class on your laptop or desktop. There could be a firewall issue preventing the screen to appear. You may need to try multiple browsers to access properly.
- Payment is made through PayPal, either with the registrant’s own PayPal account or via credit card through PayPal’s “Check out as a guest” option. For payment instructions, please see the Learning System Checkout and Payment Page
- This is an online course that is self-paced. It will save your progress and you can return to finish any module.
- You will have 6 months from enrollment to complete all 8 modules.
- The estimated time to complete all 8 modules, including exams, is 16 hours.
- Exams are open-book and open notes.
- 80% minimum score to pass a module (retakes are allowed).
- Includes a digital copy of MS-22: Construction of Quality Asphalt Pavements Manual.

After completing all 8 Modules of the Asphalt Institute’s Paving Inspector Certification (PIC) Course, email a copy of the completed course certificate to Shea.Lemmel@state.sd.us at least one week prior to the start of Meeting 1 or Meeting 2.
- You will only need to attend 1 of the Meetings.
- You will need to have a webcam.
- Meetings will cover SDDOT Specifications (~ 1 hour).
- Online Exam will follow the meeting and is open book/notes. (70% min. to pass)

This course aims to provide participants with the information needed to ensure environmental compliance procedures are met for South Dakota DOT environmental documents and projects. The course will help participants understand the environmental commitments on construction projects and guide them on how to utilize the Environmental Procedures Manual (especially Chapters 4 and 5), DOT-272 (Contractor’s Required Submittals) and Section A Plan Notes (Estimate of Quantities of Environmental Commitments) to ensure all environmental compliance is met.

The National Highway Institute's (NHI) 3-day Culvert Design course provides participants with an in-depth, hands-on understanding of how to hydraulically size and design a highway culvert. The course covers a range of design topics, including allowable headwater at the inlet, permissible outlet velocity, energy dissipation measures, aquatic organism passage, mechanisms of culvert failures, and repair and rehabilitation options.
At the end of this course, participants will be able to apply fundamental engineering concepts, methods, and the HY-8 computer program to analyze and design culvert crossings meeting a variety of hydraulic and environmental design criteria.
