South Dakota Railroad Grants
The Railroad Office oversees grants awarded by the Federal Railroad Administration (FRA) and the State of South Dakota. These grants primarily support the modernization and upgrading of railroad infrastructure, as well as the construction of new railroad sidings for industries. Among the various grants offered by the FRA are the Special Transportation Circumstance (STC) grants, available only to three states not connected to the Amtrak network and thus ineligible for Amtrak funds. STC grants are the primary source of railroad funding for the South Dakota Department of Transportation (SDDOT).
When the FRA announces available funding, railroad companies submit grant project applications to the South Dakota Railroad Board. Accepted projects are forwarded to the FRA for review and potential approval. The SDDOT acts as an intermediary, administering the grants between the FRA and the railroad project owners. The Railroad Office's grant management responsibilities include overseeing environmental clearances, bidding processes, construction, fund reimbursements, and project closeouts.
